Marcos orders whole-of-government approach as super-typhoon nears

President Ferdinand Marcos Jr. has ordered concerned government agencies to address the effects of typhoons and flooding amid the expected entry of Super Typhoon ''Bavi'' into the Philippine area of responsibility (PAR), Malacañang said Monday.

''Bavi'' was located 2,215 kilometers east of southeastern Luzon, which is outside PAR, the Philippine Atmospheric and Astronomical Services Administration said Monday afternoon. It is expected to be 1,300 kilometers east of Northern Luzon on Wednesday. It has winds of up to 205 kilometers per hour and gusts of up to 250 kilometers per hour.

It is moving west-northward at 20 kilometers per hour.

Rain due to the southeast monsoon are forecast on Wednesday, Pagasa said. Rainfall of 50 to 100 millimeters is expected in Sultan Kudarat and Sarangani.

During a press briefing, Presidential Communications Office (PCO) Undersecretary and Palace Press Officer Claire Castro said Marcos has ordered the National Disaster Risk Reduction and Management Council (NDRRMC) to conduct pre-disaster risk assessment scenario meetings and keep the NDRRMC and the Regional Disaster Risk Reduction and Management Council (RDRRMC) response clusters on standby.

Castro said the President also directed the NDRRMC to have the widest alert warnings and information campaigns across all channels and platforms.

She added that the Chief Executive also ordered the implementation of preemptive evacuations in high-risk areas, the securing of safe evacuation centers, the establishment of livestock equipment zones, and the pre-positioning of rescue teams.

Marcos also directed government agencies to ensure the supply of relief goods and other essential items, including those for special needs, and to identify alternate routes.

The President also instructed concerned agencies to enforce sea travel bans, inspect critical infrastructure, provide early assistance to vulnerable sectors, and monitor public health risks such as flood-related diseases.

“So, ito naman po ay whole-of-government approach, so lahat po ng ahensiya na-involve ay kailangan pong kumilos – iyan po ang utos ng Pangulo,” Castro said.

Castro said the Department of Environment and Natural Resources (DENR), led by Secretary Juan Miguel Cuna, is coordinating with the Department of Public Works and Highways (DPWH) and the Metropolitan Manila Development Authority (MMDA) with regard to environmental concerns. Presidential News Desk
