Dizon returns to transport dept, Lopez takes over at public works
Malacanang said Monday Public Works Secretary Vince Dizon will return to the transportation department while Giovanni Lopez will take over Dizon's position.
It is the latest Cabinet revamp in the last two weeks. Henry Aguda resigned as information and communications secretary and was replaced by Robert de Claro, head of the Social Security System. Victor Limlingan took over de Claro's post.
Lino Cayetano, brother of Senators Alan Peter and Pia, was recently named head of the Presidential Communications Office (PCO), replacing Dave Gomez.
In his first Palace press briefing, Cayetano said: ''In the President’s own words: “We are shifting gears to accelerate reform. Secretary Dizon goes to DOTr to fix the daily commute. Secretary Lopez goes to DPWH to make sure the reforms there last. Lahat ng ito, para lalong bumilis at gumaan ang serbisyo ng gobyerno para sa ating mga kababayan”.
The move comes as Senator JV Ejercito, head of the Senate finance committee, revealed that the counterpart funding for two Japan and Asian Development rail projects were cut by the House in its budget bill being deliberated in the Upper House. These are the Metro Manila Subway Project and the North South Commuter Railway.
Dizon, 52, replaced Jaime Bautista as transport secretary on Feb.13, 2025 to replace Jaime Bautista. Lopez, 46, who had been with the Department of Transportation since 2020 was later named as an undersecretary.
Following the revelation of the multi-billion peso flood control scandal, President Ferdinand Marcos Jr. ordered Dizon to replace Manuel Bonuan, who resigned as public works secretary on August 31. Lopez was assigned to take over as transportation secretary.
Marcos ordered Dizon to accelerate reforms aimed at improving daily commutes and expediting mass transportation projects, while tasking Lopez to institutionalize reforms and sustain gains in infrastructure development.
“The President’s direction is clear: Secretary Dizon will accelerate results at Transportation, and Secretary Lopez will strengthen and sustain reforms at Public Works. This is how the President leads. He puts the right people where they can deliver the most,” Cayetano said.
Cayetano said Marcos has directed Dizon to make daily commuting easier for Filipinos, shortening queues at the Land Transportation Office (LTO), eliminating fixers, and accelerating the completion of critical mass transportation projects.
During his stint at the DPWH, Dizon pursued reforms to promote transparency and accountability in infrastructure projects and thousands of projects were opened to public scrutiny, while efforts were undertaken to complete long-delayed projects and address waste and corruption.
Lopez has been tasked with building on these gains by strengthening safeguards and institutionalizing reforms through policies, processes, and systems that will ensure their continuity beyond the current administration.
“Secretary Giovanni “Banoy” Lopez will secure these gains with a system built to last. A lawyer and certified public accountant, he has been tasked to strengthen safeguards and institutionalize the reforms, turning them into rules, processes and systems that will keep serving Filipinos even after this administration, for decades to come,” Cayetano added.
The PCO chief added that Lopez has also been tasked to speed up the roads, bridges and other government infrastructure projects Filipino communities need. PHS, Presidential News Desk
