Once more, Malacanang orders government offices in provinces affected by the enhanced southwest monsoon that caused strong rains and floods to ''implement appropriate work arrangements'' for Tuesday.

In a memorandum issued late Monday, Executive Secretary Ralph Recto said these work arrangements will take effect in the National Capital Region, Ilocos Sur, La Union, Pangasinan, Benguet, Zambales, Bataan, Tarlac, Pampanga, Bulacan, Cavite, Batangas, Rizal, Laguna and Occidental Mindoro.

Remote learning modes for classes will be used in all levels in public and private schools in the affected areas, the memo added.

According to a forecast by the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa), moderate to heavy rainfall is forecast over Metro Manila, Ilocos Sur, Abra, Tarlac, Pampanga, Bulacan, Nueva Ecija, Cavite, Laguna, Batangas, Rizal, Oriental Mindoro and Antique on Tuesday.

Heavy rainfall is expected over Benguet, La Union, Pangasinan, Zambales, Bataan and Occidental Mindoro.

Weather forecasters are watching a low pressure area 1,160 kilometers east of northern Luzon.
