According to the National Capital Region Police Office (NCRPO). the crowd estimate for the protesters in People Power Monument as of 1 pm reached around 4,000 from the peak of over 15,000 on Tuesday.

Bilyonaryo News Channel said late Wednesday that Quezon City officials allowed the INC to continue the rally Thursday.

Thursday's rally will start from 8 am to 8 pm but will not exceed 100,000 persons, Bilyonaryo News Channel said.

Tuesday's sudden rally of INC, which is in support of Senator Rodante Marcoleta who is set to be filed a plunder case by the Ombudsman. The group said Marcoleta has been pursuing investigating the flood control scandal.

As INC members flocked to the People Power Monument, President Ferdinand Marcos Jr cancelled several engagement and monitored the situation in the Palace. But the Palace said Marcos' five day working visit to Canada will push through as his departure is set Wednesday night.

Ombudsman Jesus Crispin Remulla said in an ambush interview that ''there is no selective justice in this country.'' ''Nothing has changed. We will do our job,'' he added, regarding the filing of a plunder case against Marcoleta before the Sandiganbayan.

The NCRPO added that the four individuals who were apprehended following the commotion during the rally on Monday were released.

NCRPO Director Maj. Gen. Anthony Aberin stressed that appropriate charges will be filed once the investigation against the arrested individuals were completed.

"There are case build-ups being done because of those who were arrested yesterday. We are thoroughly reviewing everything, especially since some of our police officers were injured," he said.

"Once the investigation is over, we will file the appropriate charges," he added.

Metropolitan Manila Development Authority (MMDA) chairman Romando Artes confirmed that as of Wednesday three lanes of the northbound of EDSA in front of the People's Power Monument were cleared for motorists.

He also mentioned that "hundreds" of citation tickets were issued for motorists who illegally parked their vehicles surrounding the People's Power Monument on Monday.

"We did not tow any vehicles yesterday, but we issued citation tickets under the No-Contact Apprehension Policy (NCAP) because parking is prohibited there on EDSA and in other areas," said Artes.

"However, now that they have a permit issued by the Quezon City government, the parking allocated on White Plains and Temple Drive is limited." he added. Robina Asido/PHS
