National government debt reaches P19.61 trillion as of end-August
The NG total outstanding debt reached P19.61 trillion as of end-August, representing a 1.12 percent or P217.62 billion increase from the P19.39 trillion recorded as of end-July.
On a year-to-date (YTD) basis, the NG debt increased by 10.72 percent or P1.90 trillion, from the P17.71 trillion recorded as of end-December 2025.
Of the total debt stock, domestic debt comprised 67.53 percent, while external obligations accounted for 32.47 percent. Domestic debt increased by 0.99 percent or P130.37 billion during the month, reaching P13.24 trillion from P13.11 trillion as of end-July.
The increase was mainly due to the net issuances of government securities amounting to P127.85 billion, with the depreciation of the peso against the US dollar boosting the peso value of Onshore Dollar Bonds by P2.52 billion.
Year-to-date, domestic debt has increased by 9.27 percent or P1.12 trillion, from P12.12 trillion as of end-December 2025.
The increase reflects the cumulative effect of financing activities, together with valuation effects arising from exchange rate movements. External debt increased by 1.39 percent or P87.25 billion during August to P6.37 trillion, from P6.28 trillion as of end-July.
This increase was mainly attributable to the P90.32 billion increase in the peso value of foreign-currency denominated debt due to peso depreciation against the US dollar and the net availment of external loans amounting to P2.86 billion.
This was partly offset by the P5.93 billion decrease resulting from favorable movements in third currencies against the US dollar. External debt increased by 13.87 percent or P775.74 billion as of end-August relative to the end-December 2025 level of P5.59 trillion.
This resulted from a combination of net external borrowings amounting to P452.92 billion and valuation effects arising from adverse exchange rate movements amounting to P322.82 billion.
NG guaranteed obligations amounted to P306.74 billion as of end-August, slightly increasing by 0.20 percent or P0.60 billion from the end-July level of P306.14 billion.
The minimal increase was primarily attributable to the P0.72 billion revaluation of external guarantees. This was partly offset by net repayments on external and domestic guarantees amounting to P0.11 billion and P0.01 billion, respectively. Bureau of Treasury
