The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) as Tropical Depression ''Neneng'' slightly weakens moving 35 kilometers per hour west northwest over the sea east of central Taiwan.

In its 5 pm bulletin, Pagasa retained the rainfall forecast of 50 millimeters to 100 millimeters for Wednesday until Thursday afternoon due to the enhanced southwest monsoon for the National Capital Region, Ilocos Norte, Ilocos Sur, La Union, Abra, Benguet, Tarlac, Pampanga, Bulacan, Nueva Ecija, Cavite, Batangas, Laguna, Rizal and Occidental Mindoro.

For the fourth day, the Palace said work-from-home will be done in government offices in the NCR and 17 provinces for Thursday. Alternative learning modes will be implemented in public and private schools.

Twelve flights going to and from Manila and Clark were affected due to the unfavorable weather brought by the southwest monsoon on Wednesday.

The Civil Aviation Authority of the Philippines (CAAP) reported that five of the affected flights from Cebu Pacific were cancelled; one Philippine Airlines flight was diverted; two missed-approach flights from Central Airlines and Cebgo; and four go-around flights from Jeju Air, Philippine Airlines, Cebu Pacific Air, and Air Philippines Corporation.

The heavy rainfall experienced in some parts of the country particularly in the western portion of Luzon is due to the southwest monsoon enhanced by Tropical Depression ''Neneng''.

As of 5 pm, ''Neneng'' with maximum sustained winds of 45 kph near the center and gustiness of up to 55 kph was last spotted at 375 km Northeast of Itbayat, Batanes.

Neneng is moving Northwestward at the speed of 35kph.

"'Neneng' is forecast to move generally northwestward and may pass close or make landfall over the northern coast of Taiwan by tomorrow (20 August) evening or Friday (21 August) early morning. The center of ''Neneng ''will remain over the Philippine Sea throughout the forecast period," it stated.

"Neneng' will remain a tropical depression in the next 24 hours before weakening into a remnant low over or near Taiwan on Friday morning. However, earlier weakening into a remnant low is not ruled out," it added.

Aside from ''Neneng'', there are two tropical cyclone being monitored outside the Philippine area of responsibility. One is a tropical depression located at 905 km west of extreme Northern Luzon and a tropical storm with international name "Saundel" at 3,005 km east of Northeastern Mindanao. Robina Asido/PHS
